Philadelphia police have identified the masked suspect wanted in connection with assaults near City Hall there on Aug. 12 as 22-year-old Zymire Hughes. Police say an arrest warrant is active and that Hughes may have left Pennsylvania. Investigators say he has ties to California and Nevada.
